A blend of one or more Single Malt Scotch Whiskies with one or more Single Grain Scotch Whiskies.

Worth knowing
There is no legal minimum malt content and no requirement to disclose the malt-to-grain ratio. Note that 'blended' in Scotch means malt plus grain — not, as in US law, whisky plus neutral spirit.
