Burning peat in the kiln so that phenolic smoke compounds — guaiacol, cresols, xylenols and phenol itself — adsorb onto germinated malt and carry through to the spirit.

No whisky regulation in Scotland, Ireland, the United States, the EU or Japan defines this. It is a trade or marketing term, so it is only actionable if its use is actively misleading.
Worth knowing
No whisky regulation anywhere defines 'peated' or requires peat for any category or region. The Irish technical file notes only that Pot Still Irish Whiskey is 'currently non-peated'.
